What that verdict means here

This restriction switches on and off. When it is active there is no authorization path for a routine Part 107 operation; when it is not, the underlying airspace rules are what apply. Check NOTAMs before every flight, because the chart cannot tell you which state you are in.

⚠️ § 107.41, the ATC-authorization rule quoted on the Class B, C, D and E-surface pages, is not the rule that governs this symbol, which is why it is not quoted here.
